1. Organisation, Functions and duties : The Administrative Department is headed by the Secretary to the Govt. of Mizoram (Allocation of Business) Rules, 1987. The Secretary is further accountable to the Hon’ble Minister incharge of Sports & Youth Services Department. The main functions and duties of the Department is to execute various sports policies of the Govt. and to conduct the business of the Govt. as per the Rules and Regulations. Hierarchy of the Administrative Department of Sports & Youth Services is shown below :-

Scouts & Guides, Youth Hostel Association, Youth Adventure, National Service Scheme, National Cadet Corp.

A Directorate of Sports & Youth Services : It is headed by Director and its Officers comprising of Joint Director, 2 Deputy Directors, Chief Coach, Superintendent and Youth Welfare officer. Main functions are :-

(a) Sports & Coaching Wing : Mainly deals with all matters relating to Sports, like imparting coaching of different sports disciplines and participation in National level, looking after Sports Hostel at Thenzawl and Sports Coaching Centre at Luangmual Complex, Organisation of Tournament, Sports Scholarships and players Incentive Cash Awards etc.

(b) Scouts & Guides Wing : Scouts & Guides Wing mainly deals with Students of Primary to College level by giving them proper training for Scouts & Guides advancement so that the students may be able to compete within and outside the State for obtaining Rashtrapati Scouts & Guides. It also organised Teachers training from Basic to Advance Course so that they may apply the principles of Scouting and Guiding to the students.

(c) Adventure Wing : Mainly deals with Adventure Sports on Land, like Mountaineering, Trekking, Caving, Exploration & Expedition, Sports Climbingetc. On water - like Canoeing, Kayaking, Rafting, Water manship etc. On Air - like Parasailing, Gliding etc and so on.

(d) District Sports & Youth Offices - Lunglei, Kolasib, Champhai : The Department is having three Districts establishment at Lunglei, Kolasib & Champhai to cater the needs of these three Districts in regards to the problem of youth & sports, accordingly Dist. Sports & Youth Office Lunglei was opened on 15.12.1989, Dist.Sports & Youth Office Champhai on 18.4.2000 and Dist.Sports & Youth Office Kolasib on 27.4.2002 respectively.

The followings are designated as Assistance State P.I.O in their respective Districts :-

B Mizoram State Sports Council : For the promotion of Sports in the State, the Mizoram State Sports Council was formed in 1976. It comprises of the following :-

1) President : Hon’ble Sports Minister
2) Vice President : Elected
3) Secretary : Appointed by Government
4) Jt.Secretary : Elected
5) Fin.Secretary : Appointed by Government.

The Mizoram State Sports Council mainly deals with the State Level Sports Associations - it looks after their welfare and promotions by giving financial Aids to them. It is also entrusted with the constructions of Sports Infrastructure like playgrounds, Indoor Stadia etc.etc.

The Mizoram State Sports Council gets its financial assistance from State Government and C.S.S and from the N.E.C.

C National Cadet Corp (NCC) : As per letter No.7763/NCC HQ/Plg/22497/D (GS-VI) dated 16th Nov’2001, the Govt. of India Ministry of Defence ordered raising of 1 Mizo Bn. NCC at Aizawl and commenced from 2002 onwards under the eagis of 20 Mizo Indep Coy NCC, which is already established in 1964. At present Mizoram is having one Indep Coy and one Mizo Batallion.

Col. I.S Matharu and Lt.Col. S.P Singh were posted in the later half of 2003 as the first Commanding Officer and Administrative Officer of the Unit and was alloted makeshift Office in the building of Directorate of Sports & Youth Services, Khatla. The Unit has 1800 Cadets enrolled. It also send a Football team in the Subroto Football Tournament 2005.

D National Service Scheme (NSS) : To involve the Students of +2 Schools and Colleges in the Social and Voluntary works, the “National Service Scheme” was established. And to achieve the NSS programme Administrative structure is envisages at State level and as well as at Institutional level.

(1) State Level : At the State level, there is a State NSS (Cell) headed by State Liaison Officer (SLO). The Govt. of India extends cent percents financial assistance for establishing the State NSS (Cell). State L.O is appointed and the service can be extended upto 2 years.

(2) Institutional Level : An Institution is alloted NSS Units according to the strength of students. In every Institutions there are NSS Programme Officers to look after the NSS. Tenure of NSS programme Officers are 3 years which may be extended for another one year. Pocket Allowances @ Rs. 400/- per month is admissible.

At present, the NSS Mizoram covered 53 Institutions and they have 23000 Volunteers.

Programmes & Activities of NSS are :-
a) Environment, enrichement and conservation
b) Health, Family Welfare & Nutrition
c) Creating an awareness for improvement of the status of Women.
d) Social Service
e) Relief & Rehabilitation work during natural calamities.

2. The Powers and Duties of Officers and Employees : In the Administrative Department specific powers and duties are not allocated to each Officers and employees. However, the Secretary being the Administrative Head of the Department is the Chief Adviser to the Minister of Sports & Youth Services Department. Represents the Department in various Committees. Makes decision and issue instructions whenever necessary. Takes action for successful implementation of various schemes by constituting Committees. Keeping well and fully informed of the work of the Department for making a just, as well as the right decision and for immediate disposal of urgent matters. Personally maintain inter Departmental endorsement of file. Think and plan ahead for successful administration of the Department of Sports & Youth Services and he is assisted by Joint Secretary, Deputy Secretary, Under Secretary, Superintendent and Ministerial Staff.
