1 The particulars of its organizations, functions and duties
The Department of Sericulture is headed by Director of Sericulture, Govt. of Mizoram who is having the power of Head of the Department. The main functions and duties are to formulate the Annual/Five Year Plans as per funds allotted to the Department by the Govt. of Mizoram from time to time. The Director of Sericulture is also responsible for budget preparation; implementation and monitoring of plan schemes and control of all financial expenditures as per plans/estimates. To submit monthly/quarterly/yearly progress reports covering both the financial and physical aspects as required by the Govt. of Mizoram.
The Director of Sericulture is assisted by one Dy. Director and on Asst. Director only. The said two Officers do not have specific powers but to assist the Director of Sericulture in all official matters relating to Sericulture activities.
In addition to above there are separate organizations namely, District level organizations and Sericulture Training Institute, the details of which are given hereunder.
(1) Sericulture Training Institute (STI) - 1 no. at Zemabawk, Aizawl.
(2) District Organisations - 6 nos. at Aizawl, Kolasib,Champhai,Serchhip Lunglei and Saiha
The Sericulture Training Institute (STI), Zemabawk is headed by the Principal who has been assisted by a few number of ministerial staff and technical staff. In the same way each District Organisation set up is headed by District Sericulture Officer with supporting staff of both ministerial and technical.
When the functions/duties of the Principal, STI are mainly imparting training to the farmers and in-service persons, the main duties and responsibilities attached to the District Sericulture Officers are to motivate, educate the public towards sericulture practices and create self and sustainable employment with an objective of uplifting their economy.
2 & 3 The powers & duties of its officers ad employees and the procedure followed in the decision making process, including channels of supervision and accountability.
In the Department of Sericulture, the Director of Sericulture is functioning as Head of the Department and exercising the financial powers delegated by the Govt. of Mizoram from time to time. He is, therefore, having the accountability in all matters. No specific powers are given to other subordinate officers and staffs in the Directorate Office establishment.
Meanwhile, the Principal, Sericulture Training Institute is having the powers as delegated to Scheduled – II from time to time to incur certain required expenditure and so are the District Sericulture Officers who exercises the financial powers under Scheduled – III.
No other Officers under them have specific powers.
The lowest range of the office working machinery called the dealing assistant (LDC or above) initiated all the cases and endorsed to his immediate superior. After examining and scrutinizing the cases the immediate officer, further refer the mater to the higher authorities and the process goes on till it reaches the decision-making authorities at last.
4 The norms set by it for the discharge of its functions
All work activities from village level to the top authorities have been initiated by the concerned field officers/staffs by way of preparation of action plans and reports and the same are passed on to the next authorities/sub divisional level officers and then to the District Officers. The District Officers are then required to pass on all the reports received from different sections under his administrative control to the Director of Sericulture who, in turn endorsed the information to the Administrative Department in a consolidated form. Since the Govt. of Mizoram does not have a separate Manual for administration it followed the Central Civil Secretariat Manual in the Department. And for all Govt. business transactions the Mizoram Transaction of Business Rules, 1987 is in use.
5 The Rules, Regulations, Instructions, Manuals and Records held by it or under its control or used by its employees for discharging its functions
Since the Department is having no Manual of its own all the Rules, Regulations, Manuals in vogue in the Govt. of India as listed below are in use wherever applicable.

6 A statement of categories of documents that are held by it or under its control.
The main procedure of processing each case is done through files opened for this purpose. Therefore documents that are held by the Department of Sericulture or under its control are mainly files. No specific categorization of documents has been done.
7 The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof the Department of Sericulture has one Committee called Consultative Committee constituted by the Govt. of Mizoram.
