1. ORGANISATION :
The Secretariat Administration Department is headed by Principal Secretary/Secretary who is assisted by Deputy Secretary, Under Secretary (Accounts), Under Secretary (Establishment), Sr. Pool Officer, Superintendent (Accounts), Superintendent (Establishment), Superintendent (Record & Advance) and a number of Ministerial staff and Group ‘D’ staff.

There are three Branches and one Wing under the Department which are listed below :

1) SAD (Establishment Branch)
2) SAD (Account Branch)
3) SAD (Vehicle Wing)
4) SAD (Record & Advance Section)

2. FUNCTIONS AND DUTIES :
The duties and functions of the Department are discharged and carried out in accordance with Govt. of Mizoram (Allocation of Business) Rules and Transaction of Business Rules and Acts, Rules and Regulations, Order and Instructions adapted or issued by the state government from time to time.
The business alloted to the Department in the First Schedule of the Government of Mizoram (Allocation of Business) Rules, 1987 are :-
1) All matters relating to UDCs, LDCs under Secretariat.
2) Maintenance of Service Books of UDCs, LDCs under Secretariat.
3) Pay Bills of Ministers, all Gazetted and Non-Gazetted Officers of
Secretariat.
4) T.A. Bills of above Officers.
5) House Building Advance, Car Advance, Scooter Advance and maintenance of Accounts, records thereof of all Secretariat employees of Mizoram.
6) G.P. Fund Advance, Festival Advance and maintenance of accounts of Secretariat Staff.
7) All kinds of Contingency bills of Secretariat.
8) Budget estimates of Secretariat.
9) Audit reports on Secretariat.
10) Telephone Bills of Secretariat.
11) All kinds of transaction of above.
12) Accommodation, Furniture and Stationeries of Secretariat.
13) Maintenance of Secretariat Pool Vehicles.
14) Sanction of Medical Bills, Honorarium of Secretariat Officers and staff.
15) Installation of Telephone and maintenance thereof in Secretariat.
16) 16) Recruitment of Drivers, Mechanics and Group ‘D’ posts of Secretariat Establishment.
17) All matters relating to Pension in respect of Secretariat Staff and Officers belonging to Ministerial cadre.
18) All matters relating to Departmental proceeding of Secretariat Officers and Staff (Except Superintendent).

The brief functions and duties of branch wise are listed below :-
SAD (Establishment Branch) : It controls the office establishment of all the departments in the Secretariat. The service conditions of all secretariat staff of UDC rank and below are administered and controlled by Secretariat Administration Department (Establishment Branch). It maintains the service records of all Assistants posted in the Secretariat. Office accommodation, maintenance of cleanliness and other establishment matters are also under its control.

SAD (Accounts Branch) : All financial matters of the department are dealt in this branch. It is in charge of procurement and distribution of stationery items, office furniture and machineries. etc for all the departments under the Secretariat. It is also in charge of Pay, T.A., Medical re-imbursement bill, etc of ministers and officers and staff of the Secretariat.

SAD (Vehicle Wing) : It is entrusted with detailment of vehicles and drivers to ministers and officers. The maintenance of vehicle and distribution of POL is also under its purview. It maintains the service record of Vehicle Supervisor, Mechanics and Drivers.

SAD (Record and Advance Section) : Its main functions is to sanction HBA/Motor Car advances/Personal Computer advances and Scooter advances to the employees of the Secretariat as and when allocation of fund is received from Finance Department. It also pursues recovery of advances and maintains an up to date record on recoveries.

3. POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES :
Principal Secretary : He is the head of department and is responsible for the overall functioning of the department. He is assisted by other officers at various levels subordinate to him and is the main link between the officials and the ministry.

Deputy Secretary : He functions as the head of office under Schedule I of the Delegation of Financial power Rules. He assists the Principal Secretary/Secretary in all spheres of business transaction and activities. He gives comments and suggestions on all cases of administrative importance and policy matters for approval of Principal Secretary.
Under Secretary (Accounts) : He is the drawing and disbursing officer and is in charge of the Accounts Branch. He assists the Deputy Secretary, gives instruction to the branch and issues communication or orders for which approval of appropriate authority has been obtained.

Under Secretary (Establishment) : He is the Branch officer in charge of establishment. He assists the Deputy Secretary, gives instruction to the branch and issues communication or order for which approval of appropriate authority has been obtained. He disposes of cases of routine nature which does not require approval of higher authority.

Sr. Pool Officer : He is in charge of the Vehicle Wing and undertakes allotment, repair and maintenance of the department’s vehicles.

Superintendent (Accounts) (Establishmentd)(Record & Advance) : The Superintendent functions as the section officer. He supervises the work of the section and submits all cases to the appropriate higher authority. He is responsible for the maintenance of discipline in the branch.

Assistant, UDC’s/LDCs : The Assistants, UDC’s and LDC’s in the Accounts Branch are in charge of cash analysis processing. Those in the other branches perform the duties assigned to them under the supervision of the superintendent.

Vehicle Supervisor : He supervises the work and discipline of Mechanics, Handyman and Drivers and reports to the Sr. Pool Officer.

4. PROCEDURE IN THE DECISION MAKING PROCESS :
The Central Secretariat manual of office procedure adapted by the Government of Mizoram, DP & AR is followed in transacting business within the Department. Decision/Approval of the Minister is obtained by the Principal Secretary where required.

All categories of cases received by the department are processed and initiated in the section by the Dealing Assistants under the supervision of the Superintendent for further submission and disposal at the appropriate level.

5. NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTION :
Cases relating to normal routine works are disposed at the level of Under Secretary, Deputy Secretary. But in all cases involving government policy matters the approval of the minister is invariably taken by the Principal Secretary through the Chief Secretary.
