(i) The particulars of its organisation, functions and duties :
The organisation set up of Relief & Rehabilitation Department in Civil Secretariat Government of Mizoram consist of 1(one) Secretary, 1(one) Joint Secretary, and 1(one) Under Secretary, with a section headed by Superintendent including 2(two) Assistant, 1(one) UDC, 2(two) LDCs and 2(two) Peon.
The Secretary, Relief & Rehabilitation is the Administrative head of the Department under the direction of the Minister – in – Charge of the Department. The business allotted to the Department of Relief & Rehabilitation in the schedule of the Government of Mizoram (Allocation of Business) Rules 1987 are Rehabilitation of MNF Returnees, Natural Calamities/Drought and flood relief, Gratuitous Relief and Disaster management.
(ii) The powers and duties of its officers and employees :
Secretary : To exercise the powers conferred by the statutory Rules or powers delegated in conjunction with other relevant rules and orders issued by the Government of India or Government of Mizoram from time to time.
Joint Secretary : To co-operate with the work of Secretary and give instruction to branches requiring attention or any other work as may be specifically assigned to his charge .
Under Secretary: To assist the work of Joint Secretary. The Under Secretary is a branch officer who gives instruction to the section and may issue communication or orders for which approval of appropriate authority has been obtained or any other work as may be assigned to his charge.
Superintendent: He is the section officer responsible to supervise the work of each dealing hand and submit all cases to appropriate higher level, maintenance of punctuality in attendance, keeping of residential address of all staff, work distribution and give direction to all types of cases requiring prompt attention or any-other responsibility as may be assigned to him.
Assistant/UDC/LDC : Dealing with files relating to all matters under the supervision of the Superintendent or any other works including typing as may be assigned to them by the Superintendent.
Peons: Distribution of Daks issued by the Department or any other works which are directed by the staff or the superintendent.
(iii) The procudure followed in the decision making process, including channels of supervision and accountability :
The Central Secretariat Manual of Office Procedure is adopted by the Govt. of Mizoram.The Govt.of Mizoram (Transaction of Business) Rules, 1987 is followed in transacting business within the Department.
All categories of cases received by the Department or proposal submitted by the Director, Relief & Rehabilitation are processed by the section in accordance with the rules, norms and procedure and submit to the Under Secretary keeping in view the principles of departmental instruction for further disposal at the decision authority.
(iv) The norms set by it for the discharge of its functions :
All statutory norms are adhered to. In addition, norms prescribed in the Government of Mizoram (Transaction of Business) Rules, 1987 are followed.
(v) The rules, regulations, instructions manuals and records, held by it or under its control or used by its employees for discharging its function :
The following CCS Rules enforced by the Govtnment of Mizoram are held and utilised for discharging functions :

b) Treasury Rules Vol – I
c) Medical Attendance Rules, 1944
d) HBA Rules
e) General Provident Fund Rules, 1960
f) Pension Rules, 1972
g) Conduct Rules, 1964
h) FRSR – Part-I - III
In addition to the above Rules, the following are specifically enforced in the Department.
a) Recruitment Rules
b) The Mizoram Special Voluntary Retirement Rule, 2001
c) Right to Information Act, 2005
d) List of items and Norms of Expenditure for assistance from Calamity Relief Fund (CRF) and National Calamity Contingency Fund (NCCF) for the period 2000 – 2005.
(vi) A statement of categories of documents that are held by it or under its control :
The following documents are held by the administrative department :
1) Orders relating to appointment/Promotion of Gazetted Officers under Relief & Rehabilitation Department.
2) Orders relating to grant of leave, transfer and posting Gazzetted Officers.
3) Government of Mizoram’s Demand for grant 2005-2006
4) Disciplinary orders
5) High Court/Supreme Court cases.
