I. THE PARTICULARS OF ITS ORGANISATION, FUNCTIONS AND DUTIES
The Department of Political & Cabinet is an Administrative Department headed by the Chief Secretary, Government of Mizoram. He is assisted by Additional Secretary, Deputy Secretary and a number of supporting Ministerial staff and Group ‘D’ staff.
The Department is responsible for assisting the Minister, Political & Cabinet Department in policy making, modification of policies, allocation of Departments to Ministers and in convening the meeting of the Council of Ministers.

II. THE POWERS AND DUTIES OF THE OFFICERS AND EMPLOYEES

(a) SECRETARY : As per the provisions of Rule 5 of the Mizoram (Transaction of Business) Rules, 1987 as amended from time to time, Political & Cabinet Department is headed by the Chief Secretary to the Government of Mizoram who functions as the Administrative Head of the Department. He is responsible for the overall functioning of the Department and represents the Department in/before various committees.

(b) ADDITIONAL SECRETARY :- He assist Secretary in all spheres of Department transaction and activities by studying the case thoroughly and making alterations/giving suggestions/comments wherever necessary. He controls officials and give guidance below him. He is the Nodal Officer for Supreme Court cases under Political & Cabinet Department.

(c) DEPUTY SECRETARY :- He assist the Additional Secretary and scrutinize the Departmental business case by case and make necessary corrections/suggestions where necessary to enable the higher officials to make prompt decisions in accordance with prevailing Rules/Norms. He also function as Head of office and responsible to maintain office discipline and punctuality. He is act as State Public Information Officer for proper implementation of Right to Information Act.

(d) ASSISTANTS & L.D.Cs :- All the dealing staff are responsible for timely disposal of cases dealt by them. They are responsible to keep their respective Guard File/Registers/Records efficiently and up dated at all times and seek immediate guidance from higher officials wherever necessary.

(e) GROUP ‘D’ :- Their main duties are as Dak and File runner.

 

III. THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION & ACCOUNTABILITY

All matters requiring decisions are entered in the Log Book of the dealing hand and process it in its respective concerned file and submit the case to the Deputy Secretary, who will after studying the case forward it to the Additional Secretary for further examination. The case is then submitted to the Secretary for “Decision” or “order” and may also submit the case to the Minister concerned if it requires his approval or decisions in matters involving policies of the Government.

 

IV. THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS
There are no separate norms for discharge of functions in the Department. The norms of Government of Mizoram are being followed for discharge of functions.

1. Instructions for processing of cases for consideration by the Council of Ministers.
2. The Government of Mizoram (Transaction of Business) Rules,1987.
3. The Government of Mizoram (Allocation of Business) Rules, 1987.
4. Manual on Office Procedure.
5. The Right to information Act,2005.
6. CCS (CCA) Rules,1965.

VI. A STATEMENT OF THE CATEGORIES OF DOCUMENTS THAT ARE HELD BY IT OR UNDER ITS CONTROL
The Department keeps a copy of :-
1. Cabinet Memorandum/Agenda considered in the meeting of the Council of Ministers.
2. Meeting Minutes of the Council of Ministers.
3. Portfolios among the Ministers.
4. Procedure for writing of A.C.Rs.

VII. THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH, OR REPRESENTATION BY THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMATION OF ITS POLICY OR INMPLEMENTATION THEREOF
Consultative Committee for Political & Cabinet Department had been constituted Vide Parliamentary Affairs Department’s O.M.NO.H.13013/1/96-PAD dt. 29.7.2004 as below -
