In the year 1986 the Planning Secretariat was divided into two namely – Planning Secretariat & State Planning Board. State Planning Board had been entrusted with all financial implications on Plan Schemes. It had been assigned the duties of all matters relating to Formulation of Five Year Plan and Annual Plan submission of various returns to Govt. of India, examination of all Plan Schemes as per approved plan and communication thereof to concerned Departments.

1.The main functions and duties of State Planning Board are as follows:-
1) All matters relating to Formulation of Five Year Plan and Annual Plan and submission thereof to Planning Commission
2) Submission of Half-yearly progress report under Plan schemes to the Planning commission, other concerned Central Ministries.
3) Submission of Quarterly Expenditure Statement under Plan Schemes to Govt. of India.
4) Coordination and Monitoring of NLCPR, NEC schemes and CSS.
5) Submission of Monthly Progress Report on Twenty Point Programme of the Prime Minister of India to Ministry of Statistics and Programme Implementation.
6) Examination and scrutiny of proposals for Administrative approval [A/A] and expenditure sanction on Plan schemes submitted by various Departments and made observations suggestions comments etc. so as to enable the competent. Authority to make the right decision.
7) Service matters of Group ‘C’ and ‘D’ Staff under State Planning Board like sanction of leave Medical re-imbursement etc.
8) Drawal of Pay and allowances of Officers and Staff under State Planning Board.
9) General and Miscellaneous correspondence with other Departments on matters specified under 1 to 6 above
10) Approval of proposal for all financial sanction/ re-appropriation of Plan fund / Clearance of Post sanctions of various Departments.
11) Examination of all Plan Schemes as per approved Plan. Approval should be communicated to other Departments by Adviser & Ex-Officio Jt. Secretary except Economic & Statistics

2 The Powers and duties of its Officers and Employees
1) Adviser, State Planning Board : Overall Administrative and executive head of State Planning Board
2) Deputy Adviser : assisting the Adviser in all the official works
3) Sr.Research Officer /Economist : Assisting and advising Adviser, State Planning Board in his decision making and disposal of business dealt with by the Department.
4) Research Officer: They served as repository of technical information and advising, suggesting the line of action on technical aspects of questions dealt with by the Department

5) Superintendent:
a) Management and coordination of the work
b) Maintenance of order and discipline in the office
c) To keep watch on disposal of cases

6) Asst. Research Officer: He is also responsible for making advice and suggestions on the line of action on technical ground.

7) Assistant: They are responsible for initial handling of cases including noting and drafting, timely submission of various reports and to dispose of other business assigned to them by authority from time to time

8) U.D.C: They are responsible for initial handling of cases including noting and drafting, timely submission of various reports and to dispose other business assigned to them by authority from time to time.

9) L.D.C: They are ordinarily entrusted with the work of routine nature e.g Registration of Dak, Recording, Typing, Comparing despatch, preparation of arrears and other statements, submission of routine and simple draft etc.

10) a) Stenographer Grade –II [1 no.] ; Performs duties as P.A to Adviser
b)Stenographer Grade-III [1 no.] : Performs duties as P.A to Deputy Adviser

11) Driver]: Perform duties as Govt. driver
12) Despatch Rider : Distribution of Dak to other Departments
13) Duftry : Operation of Cyclostyle and to fetch and carry money To/From the Bank as a messenger to assist the Cashier.
14) IV Grade: Perform duties as office Peon

3. The procedure followed in the decision making process including channels of supervision and accountability.
- Cases including endorsement, correspondences from other Departments are initially attended to by the Dealing hands and then put up through Superintendent to concern Research Officer/ Asst. Research Officer who are generally responsible for providing technical information, suggestion on the cases. Senior Research Officer/ Economist alongwith Deputy Adviser are in the next level for further examination of the cases. All important decisions are made by Adviser, State Planning Board who is vested with the maximum measure of independent functioning and responsibility in respect of business falling within the subject of State Planning Board, however, to the overall responsibility of the Commissioner, Planning Department for the Administration of the Departments as a whole.

4. The norms set by it for the discharged of its functions
- Guidelines issued by Govt. of India for the implementation of schemes under NLCPR,RSVY, NEC as modified from time to time have been adopted for the discharged of its functions.
5. The Rules, Regulations, instructions, manuals and records held by it or under each control or used by each employees for discharging each functions….
- Since the Govt. of Mizoram have no Rules of its own, relevant extracts from CSS Rules are being adopted. Besides Transaction of Business Rules and Allocation of Business Rules are also in use
6. Statement of the categories of documents that are held by it or under its control
- Annual Plan, Five Year Plan, Mid Term Appraisal Speech and addresses of Governor and Chief Minister

7. The particulars of any arrangement that exists for consultation with all representation by, the members of the public in relation to the formulation of its policy or implementation thereof…..
- State Planning Board under the Chairmanship of Hon’ble Chief Minister is being constituted for which necessary arrangement has been made for consultation in relation to the formulation of its policy or implementation thereof.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:
