(i) THE PARTICULARS OF ITS ORGANISATION FUNCTIONS AND DUTIES :
= The Mizoram Board of School Education is an autonomous body established under the MBSE Act, 1975, with delegated powers to regulate, supervise and control school education in Mizoram. It is the State Education Board which substantially contributes towards upgrading educational standards and introducing innovations in the field of School Education i.e. Class I to XII.
The MBSE has three branches (such as) Examination Branch, Academic Branch and General Administration Branch.
(ii) THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES :
= (a) The President is a whole time officer appointed on contract service by the Government. It is the duty of the President to see that the provision of this Act, rules and regulations made thereunder are faithfully observed, etc.
(b) The Secretary is a whole time officer appointed by the Government of Mizoram. He is subject to the control of the President and (1) responsible for ensuring that the orders of the Board are carried out.(2) empowered to enter into all contracts for and on behalf of the Board. He is also responsible for ensuring that all money of the Board is expended for the purpose for which they are granted or allotted.
(c) Controller of Examinations: As head of Examination Branch, the Controller of Examinations is responsible for all matters relating to public examinations such as preparation of confidential papers, conduct of examinations, evaluation, publication of results, issue of Marksheets and registration of students.
(i) Dy.Controller of Examinations: The Deputy Controller of Examinations assists the Controller in the discharge of examination work etc.
(ii) Assistant Controller of Examinations: The Assistant Controller of Examinations assists the Controller and the Dy.Controller in matters relating examination work.
(iii) Superintendent (Examination): The Superintendent (Exam) is responsible for supervising and controlling the staff in the discharge of their duties.
(iv) Assistant, UDC,LDC : They deal with files relating to all matters under the supervision of the Superintendent or any other work including typing etc. as may be assigned to them by the Superintendent including confidential works as assigned by the authority.
(v) Peon: Distribution of Dak issued by the department or any other work directed by the Staff or Superintendent.
(d) Director (Academic): As head of the Academic Branch, the Director (Academic) is responsible for all matters pertaining to development of Syllabi and textbooks including publication of Scheme of examinations, recognition of institutions and in-service teachers training.
(i) Senior Academic Officer: The Senior Academic Officer assists Director (Academic) in all matters relating to Academics.
(ii) Academic Officer: The Academic Officer assists the Director (Academic) and the Senior Academic Officer in all matters relating to academics.
(iii) Librarian: The Librarian is to look after the MBSE. Library. He is in charge of the Board’s Library.
(iv) Research Officer:
(a) Collection of data/information required by the MBSE such as number of schools, teachers, enrolments etc.
(b) Analysis of results of public examination conducted by the Board.
(c) Custody of all the examination results under the MBSE.
(v) Superintendent: The Superintendent is responsible for supervising and controlling the Staff of the Academic branch in the discharge of their respective duties.
(vi) Assistant, UDC&LDC: They deal with files relating to all matters under the supervision of the Superintendent or any other work including typing etc. or any other work assigned to them by the superintendent.
(vii) Peon : Distribution of Daks issued by the Department or any other work entrusted to them by their superiors.
(e) Deputy Secretary :As head of the Administration branch, he is responsible for matters relating to administration, establishment, properties etc.
(i) Under Secretary: The Under Secretary assists the Dy.Secretary in matters relating to administration, establishment etc.
(ii) Finance Officer: The finance Officer prepares the annual statement of accounts, budget estimate, revised estimate and dealing of account matters etc.
(iii) Superintendent: The Superintendent is responsible for supervision of administration work in the office.
(iv) Assistant, UDC&LDC: Clerical work.
(v) Peon : Assisting of officers and staff in discharging of office work.
(vi) Driver: Driving of office vehicles.
(iii) THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY :
= Generally follows the Central Manual of Office procedure reproduced by the Government of Mizoram.
(iv) the norms set by it for the discharge of its functions.
