1. Mizoram KVI Board is established in March 1986 by an Act of Assembly i.e the Mizoram KVI Board Act 1982. The Board is autonomous body and promotional body, but having a power to take up trading and business activities for the benefit of its registered village industries units, so as to promote village industries.
The Mizoram KVI board is established to provide for the better facilities development and regulation of Khadi & Village Industries in the State of Mizoram.
2. The powers and duties of the Mizoram KVI Board’s officers and employees are as provided at section 14 of Mizoram KVI Board Act 1982 read with Mizoram KVI Board Regulation 1988.
3. The procedure followed in the decision making including channels of supervisions and accountability is as per provisions laid down in the Mizoram KVI Board Act, the Mizoram KVI Board Rules 1988, and the Mizoram KVI Board Regulations 1988.
4. The norms set for the discharge of the Board’s functions is as per Board’s resolutions from time to time and as per above mentioned Act, Rules and Regulations of Mizoram KVI Board.
5. The Rules, Regulations, Instructions, Manual and records held by the Board for discharging its functions are :-
1) The Mizoram KVI Board Act 1982.
2) The Mizoram KVI Board Regulations 1988.
3) The Mizoram KVI Board Rules 1988.
4) The Mizoram Loans & Grants (to KVI units) Rules 1999.
5) The Mizoram (Khadi & V.I units) Registration Rules 1999.
6) The Mizoram KVI Board (Pension) Regulation 2002.
6. Statement of the categories of documents held are :-
A. As stated at no. 5
B. Accounts statements
C. Loan documents including ledgers
D. Immovable properties and personal files of all employees
E. Projects taken up by the Board.
7. The Board’s Act and rules provided that public leaders or representatives of industry workers are to be associated with the Board functions. The Rules further provided that expert in the line of industries can be invited at any stage. Moreover, District Committees are to be formed in every district to play advisory role in the development of village industries.
8. The Board constituted four sub-committees such as : 1) Vehicle Condemnation Committee 2) Standing Finance Committee 3) Board’s Purchase Committee 4) Departmental promotion Committee. The minutes of such committees are accessible for public if required.
9. Directory of officers and Employees list is enclosed.
10. The monthly remuneration received by each of officers and employees can be seen on Acquittance Roll of the Board.
11. The Board received Establishment Fund / Budget from the government of Mizoram. The Board allocated necessary fund to its district office and sub-offices.
12. The Board disbursed Loan / grants received from CKVI, NSFDC and national Horticulture Board, Ministry of Agriculture & Horticulture, Government of India, as per the Mizoram Loans & Grants ( to KVI units) Rules 1999 and as per guidelines made by CKVI and NSFDC from time to time, details of beneficiaries can be seen from official record.

15. The Board did not maintain Library or reading room but facilities can be made available to citizens for obtaining information as provided in the Right to Information Act, 2005.
