Fisheries Department Mizoram particulars of its organization
function and duties:-
The organization strength of Fisheries Department in Mizoram is very weak and the organization chart shown the present detail position as on dt.21 June 2005. The Department of Fisheries has been amalgamated in Agriculture Department and it has been separated from the parent Department during the year 1993 and the real Fisheries development started onwards.
The Department of Fisheries is headed by Director and associated by 1(one) Joint Director of Fisheries, 1(one) Deputy Director, 1(one) Assistant Director at Headquarter, 3(three) District Fisheries Development Officer in each District, 16(sixteen) Extension Officer, 14(fourteen) Asst.Fishery Officer and 29(twenty nine) Fishery Demonstrator are available to render technical guidance to pisciculturists, manage Departmental Fish Farms in addition to their normal extension service.
There are five unit of Fish Farmers Development Agency in the state and all of them are actively functioning. The Fish Farmers Development Agency are of the following:-

The main functions and duties of Fisheries Department in Mizoram is development of culture and capture fisheries of the state to make self-sufficiency in fish production. There is immense scope for development of Fisheries in the bordering areas of Cachar, Agartala and the western zone of Mizoram bordering areas of Bangladesh. The state is also provided with 13(thirteen) nos of major river in which capture fisheries development are taken up and many Fisherman families are inhabited along the natural rivers.
The Department of Fisheries established 8(eight) nos of Fish Seed Farms in various place of the state to produce fish and fish seeds to meet the increasing demand of the state. The scheme for establishment was taken up under Non-Lapsable Central Pool Resources Fund.
Water bodies are created by giving assistance to fish farmers under the state and under the Fish Farmers Development Agency (FFDA) Scheme. Excavated fish pond construction is rather difficult as the place is hilly areas and inspite of that fish pond are establish by creating coffer Dam.
High yielding variety of fish seeds are also distributed free of cost under NEA Scheme to the fish farmer. To promote traditional method of fish culture in the state. The Fisheries Department occasionally organize training to fish farmers. Technical guidance are also given to the entrepreneurs in their respective fish farms. Fishery official Magazine have been published half yearly and Booklet are also occasionally produced.
The District Fisheries Development Officer in each District are the head of their respective District and all cases for development of Fisheries proposal are within his responsibilities. He will consulted his sub-ordinate officers and staffs. The solid decision chalked out in the level of the District where ever found necessary should be submitted to the Head of the Department.
The Department of Fisheries also constructed Ice-Plant-cum-Cold Storage at Bawngkawn, Kolasib and Ice Plant at Bilkhawthlir. All of them are property function and fish farmers also avail preservation and processing facilities available to them.
The Fisheries Department also implementing Baffacos (Bamboo Flowering and Famine Combat Scheme) for 2004-2005 under which cash and kind assistance had been given to farmer under approved term and condition.
Technical Officers and staff have conducted spot verification at the respective fishery site and on the basis of spot verification report, cash and kind assistance had been disburst after Selection Board convened meeting for the purpose.
The powers and duties of its Officers and employees:-
The Department is responsible for the formulation of policies of Government within its sphere of responsibility and also for the execution and review of those policies.
The Fisheries Department is equipped with approved scheme prior to execution of project implementation. The Director of Fisheries in the supreme head of preparing scheme and implementation. The operations and check to be carried out by different stages are done through instruction from the head of the Department.

The procedure followed in the decision making process, including channel of supervision and accountability:-
The executive power of the Fisheries Department Mizoram vests in the Director and may be exercised by him directly or through officers sub-ordinate to him, in accordance with rules and regulations.
