The Secretary is the Head of the Department. He supervises and controls the functioning of all Wings of the Office of DP & AR. The organizational structure of the Office is divided into various wings as mentioned below:-

2. Civil Service Wing
3. Training Wing
4. Administrative Reforms Wing
5. Reorganization Wing
6. Public Grievances & Pension Cell

1. FUNCTIONS AND DUTIES
The functions and duties along with the Composition of Staff in different Wings of the Office of DP & AR and the nature of works dealt by each Wing are as follows :-

(a) GENERAL SERVICE WING:
i) Service/Recruitment Rules, DPC for Group ‘A’ posts and Group ‘B’(Gazetted & Non-Gazetted) and other service matters in respect of the following Departments –

This Wing is the Nodal Department for submission of D.P.C. papers to M.P.S.C. All agenda papers from Departments are scrutinized and forwarded to the M.P.S.C. through this Wing. All Recruitment Rules and Service Rules of State Government Employees are published by this Wing.

(b) CIVIL SERVICE WING:- This Wing deals with –
i) All matters relating to All India Services, like IAS, IPS and IFS, MCS, MJS, A.O.(Non-Gazetted) and Heads of Departments
ii) Periodic Cadre Review of above
iii) Separation of judiciary from Executive in Mizoram
iv) Custody of ACR of Civil Services Officers and Head of Departments.

To initiate issues regarding appointment/promotion and posting & Transfer; disciplinary measures and sanctioning of leave and retirement benefits in respect of AIS Officers; MCS Officers; MJS Officers and AO(NG) and Heads of Departments and other connected matters and to implement the decision taken by the Government accordingly.

(c) TRAINING WING :- This Wing is the Nodal Department for training and it deals with -
i) Various Govt. Department’s proposals for obtaining Govt.’s approval for training/workshop/seminar within India and abroad of which approval is issued after duly examination.
ii) Various training courses for different categories conducted at the ATI Aizawl and other Institutions in India are floated and selection made from this Department.
iii) Approving proposals for Study Leave
iv) Administrative Department of A.T.I., Aizawl.
The discharge of duties and functions of the Department are in accordance with Govt. of Mizoram (Allocation of Business) Rules and (Transaction of Business) Rules, Regulations, Order adopted or issued by the State Government from time to time.

(d) ADMINISTRATIVE REFORMS WING :- This Wing deals with –
i) Organization & Management Works
ii) Research in Personnel Administration
iii) Policy on Personnel Administrative Reforms
iv) Initiating the Scheme of J.C.M. on the pattern existing at the centre
v) Staff Welfare general policy
vi) Matters relating to grant of Gazetted Status
vii) Advice to the Department on creation of posts
viii) Works Study/Work measurement and laying down yardstick of Department
ix) Simplification of Rules and Procedures
x) Secretariat Manual
xi) Manpower Planning (Service)
xii) Co-ordination with Central Government on matters of Administrative Reforms, etc.
It is the duty of ARW to make clearance for filling up of various posts under the Government of Mizoram irrespective of the methods of recruitments subject to certain limitations as laid down by the Government from time to time. It has to study the working patterns and staff strength of various Departments under the Govt. of Mizoram. It is the duty of the said Wing to see that all Departments function smoothly as per manpower allocated to them from time to time. The said Wing has also to convey approval for engagement of different categories of casual employees under various Departments of the Govt. of Mizoram according to their respective requirements. To carry out this duty, it has to conduct spot investigation as and when the need arises. In short, it is the Reformatory Unit of the manpower requirement of various Departments of the Govt. of Mizoram.

(e) REORGANISATION WING :- This Wing deals with –
i) Reorganization of Ministerial Cadres
ii) All matters relating to Steno Grade I,II and III
iii) All matters relating to Superintendents and Assistants of Secretariat, Directorate and District Officers.
iv) Maintenance of Service Books of all Superintendents and Stenographers of Secretariat Establishment
v) Custody of ACR of Superintendents, Assistants and Stenographers.
To initiate issues regarding appointment/promotion and posting and transfer,disciplinary measures and sanctioning of leave and retirement benefits in respect of Superintendents, Stenographers and Assistants and other connected matters and to implement the decision taken by the Government.

(f) PUBLIC GRIEVANCES & PENSION CELL:-
The function and duties of this Cell are prosecution in nature for implementation and execution of transaction relating to pension and public grievances. The discharge of duties and functions of the Cell are in accordance with the Govt. of Mizoram (Allocation of Business) Rules, 1987 and Govt. of Mizoram (Transaction of Business) Rules, 1987 and Act, Rules and Regulations, Order or instructions adapted or issued by the State Government from time to time.

2. POWERS AND DUTIES OF OFFICERS & EMPLOYEES

(a) GENERAL SERVICE WING :-

(i) SECRETARY : He is the administrative Head of the Department. He controls and is responsible for the overall functioning of the Department.
(ii) ADDITIONAL SECRETARY : He assists the Secretary in all transactions and activities of the Department and gives comments and suggestions in all cases for approval of Secretary.
(iii) DEPUTY SECRETARY : He assists Additional Secretary and scrutinizes all cases and makes necessary suggestions to enable higher officials to make prompt decision in accordance with prevailing Rules/Norms.
(iv) UNDER SECRETARY: To assist the work of Deputy Secretary. She is the Branch Officer and gives instructions to the Section and may issue communications or orders for which approval of appropriate authority has been obtained or any other work as may be assigned to her charge. She is the Assistant State Public Information Officer for proper implementation of Right to Information Act, 2005.
(v) SUPERINTENDENT : He is the Section Officer and supervises the work of its dealing hands and submits all cases to the appropriate higher level, maintains punctuality in attendance, discipline, work distribution etc. and any other responsibility as may be assigned to him.
(vi) ASSISTANT/UDC/LDC : Dealing with files relating to all matters under the supervision of Superintendent.
(vii) PEONS : Distribution of Daks issued by the Department or any other works which are directed by the Staff and Superintendent.

(b) CIVIL SERVICE WING :
1) The following cases can be disposed off by the Secretary:-
(i) Advise to the Department on creation of posts for Group C & D.
(ii) Coordination with Central Government on matters of Administrative Reforms.
(iii) Grant of Casual Leave to Group A & B.
(iv) Matters connected with work study/assessment of requirement of staff in various Departments.
(v) All matters relating to Group ‘B’(NG), C & D.

2) The following cases can be disposed off by Additional Secretary:-
(i) Granting of Leave to Under Secretary, Analyst, Steno Sr.Grade-I, Superintendent, Junior analysts, Steno Gr-I, All A.Os Gazetted and Non-Gazetted.
(ii) Transfer and Posting of Non-Gazetted Stenographer Grade-Ii and Grade-III whose Services are dealt with in DP&AR.
(iii) All other matters for which approval of higher authority have already been obtained and which are not normally required to be submitted to higher authorities.
(iv) General/routine correspondent with other State/Central Government.
3) The following cases can be disposed off by the Deputy Secretary:-
(i) Grant of Casual Leave to Under Secretary’s and equivalent
Officers.
(ii) All other matters for which approval of higher authority have already been obtained and which are not normally required to be submitted to higher authorities.
(iii) General/routine correspondent with other State/Central Government.

4) The following cases shall be disposed off by the Under Secretary:-
(i) Grant of Casual Leave to Superintendent/Staff.
(ii) Issue of reminders to all cases.
(iii) Authentication of orders, decisions, etc.of the higher authorities.

5) Superintendent being supervising officer in the Section/Wing is authorized to grant Casual Leave to the Staff whenever necessary.

6) Other employee/Staff in the Department deal with Files on the subjects allotted to them and submit such cases for obtaining of decision of the appropriate authority.

(c) TRAINING WING :-
(I) SECRETARY : He is the Administrative Head of the Department, controls and is responsible for the overall functioning of the Department. He also acts as Adviser to Minister in respect of DP&AR(Training Wing).
(2) ADDITIONAL SECRETARY : To cooperate with the work of Secretary in all spheres of Department’s transaction and activities and give the comments and suggestions in all cases for approval of Secretary. He is the State Public Information Officer for proper implementation of Right to Information Act,2005.
(3) DEPUTY SECRETARY : He assists Additional Secretary and scrutinize the Departmental business, case by case, and make necessary corrections/suggestions where necessary to enable the higher officials to make prompt decision in accordance with prevailing Rules/Norms.
(4) UNDER SECRETARY : To assist the work of Deputy Secretary. He is the Branch Officer who gives instruction to the section and may issue communication or orders for which approval of appropriate authority has been obtained or any other work as may be assigned to his charge. He is the Assistant State Public Information Officer for proper implementation of Right to Information Act, 2005.
(5) SUPERINTENDENT : The Superintendent is the Section Officer to supervise the work of each dealing hand and submit all cases to the appropriate higher level, maintenance of punctuality in attendance, discipline, work distribution and give direction on all types to cases requiring prompt attention or any other responsibility as may be assigned to him/her.
(6) ASSISTANT/UDC/LDC : Dealing with files relating to all matters under the supervision of Superintendent or any other works including typing as may be assigned to them by the Superintendent.
(7) PEONS : Distribution of Daks issued by the Department or any other works which are directed by the Staff and the Superintendent.

(d) ADMINISTRATIVE REFORMS WING :-
(1) SECRETARY : He is the administrative Head of the Department. He controls and is responsible for the overall functioning of the Department.
(2) ADDITIONAL SECRETARY : The Secretary is aided by Additional Secretary in all respect.
(3) UNDER SECRETARY-CUM-ANALYST: He is the controlling officer/Branch Officer of the said Wing. He has to supervise the working patterns of the said Wing such as method of disposal of cases, distribution of works amongst Officers and Staff under his control, maintenance of discipline in the Wing wherever necessary. He acts as a coordinator between the higher level officers and the lower level officers in the said Wing. He has a large volume of works in regard to authentication of orders, decisions, etc. of the higher authority. Grant of Leave amongst Section Officer and Staff is depending upon his recommendation.

(4) SUPERINTENDENT/JUNIOR ANALYST : Superintendent is responsible for maintenance of office procedures and discipline. He derives his power and duties from the various provisions of Central Secretariat Manual and Procedures in regards to receipt of dak, issue of correspondences, marking of urgency grading, etc. He has the power to grant Casual Leave to staff of the said Wing.

JUNIOR ANALYST: There are four designated Junior Analysts in the said Wing. All the Departments under the Govt. of Mizoram are grouped together into four groups i.e.Group ‘C’, ‘E’,’F’,’G’. Each Group is carried out by each Junior Analyst. It is the powers and duties of Junior Analyst to conduct spot verification anywhere whenever necessary and make recommendation on the subject matters to the higher authorities of the said wing.

(5) ASSISTANT/INVESTIGATOR : They perform their duties under the supervision of Superintendent/Junior Analyst according to the internal works distribution made by the said Wing from time to time.

(6) L.D.C.: They function as diarist/typist/Computer Operator according to the works allocated to them by Superior Officers in the said Wing.

(7) IV.GRADE : They are Dak-runners, etc.

(e) REORGANISATION WING :-
(1) The following cases can be disposed off by the Secretary –
(i) Advice to the Department on creation of posts for Group C & D.
(ii) Grant of Casual Leave to Group A & B.
(iii) All matters relating to Group ‘B’ (NG), C & D.

(2) The following cases can be disposed off by Additional Secretary -
(i) Granting of Leave to Superintendents and Stenographers of the Secretariat Establishment.
(ii) Transfer and posting of Non-Gazetted Stenographer Grade II and Grade III.
(iii) All other matters for which approval of higher authority have already been obtained and which are not normally required to be submitted to higher authorities.
(iv) General/routine correspondent with other State/Central Government.

(3) The following cases shall be disposed off by the Under Secretary:-
(i) Grant of Casual Leave to Superintendent/Staff.
(ii) Issue of reminders to all cases.
(iii) Authentication of orders, decisions, etc. of the higher authorities.

(4) Superintendent being Supervising Officer in the Section/Wing is authorized to grant Casual Leave to the Staff whenever necessary.

(5) Other employees/staff in the Department deal with files on the subjects allotted to them and submit such cases for obtaining decision of the appropriate authority.

(f) PUBLIC GRIEVANCES & PENSION CELL :-
(i) Secretary: He is the Administrative Head of the Department, control and responsible for the overall functioning of the Department’s policies and programmes. He is the chief Co-ordinator of the Department with the concerned minister and obtains order or approval of the Minister.
(ii) ADDITIONAL SECRETARY : He assists the Secretary in all spheres of Departmental transactions and activities. He gives comments and suggestions in all cases for approval of the Secretary. He is the Nodal Officer for Supreme Court cases.
(iii) DEPUTY SECRETARY : He assists the Additional Secretary and scrutinizes the Departmental business case by case and makes necessary corrections/suggestions where necessary to enable the higher officials to make prompt decisions in accordance with prevailing rules/norms. He is the State Public Information Officer for proper implementation of Right to Information Act,2005.
(iv) SUPERINTENDENT : The Superintendent is in charge of the Cell and his/her duty is supervisory in nature. He executes the Government’s standing orders and instructions in maintaining Office disciplines, punctuality and attendance. He distributes works amongst the D/As and arranges alternative for solving any gap in the day to day administration of the Office in consultation with the Deputy Secretary.
(v) ASSISTANT/U.D.C. : They are all clerical staff who deal with files allotted to them relating to different subjects under the supervision of the Superintendent.
(vi) L.D.C./GROUP ‘D’ : They are allotted duties and Diarist, Typist, Dak and File runner, Office Peon under the supervision of the Superintendent.

3. PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY.

(a) GENERAL SERVICE WING :- In regard to receipt and despatch of daks, channels of supervision and accountability, decision making process etc. the said Wing follows relevant Service Rules, Recruitment Rules etc. and guidelines as enumerated in the Central Secretariat Manual of Office Procedure (10th Edition).

(b) CIVIL SERVICE WING :- In terms of Rule 6 of the Government of Mizoram (Transaction of Business) Rules, 1987 the expression “decision” or “orders” or “approval” of the Government of Mizoram means the decision of the Council of Minister or the concerned Ministers as the case may be, and as such to arrive at the decision of the Government, all policy Matters dealt with in the Department are processed in File routing through all the executive officers in the Department and Chief Secretary before submission to the Minister concerned with proper advice of available line of action.

(e) PUBLIC GRIEVANCES & PENSION CELL : All matters requiring decisions are entered in the Log Book of the dealing hand and processed in their respective concerned files and submitted to the Superintendent who will, after studying the case, submit it to the Deputy Secretary and then to the Additional Secretary for further examination of the case to examine if there are any flaws against the relevant rules and regulations, procedures and executive orders in force as the case may be at their own level. The case is then submitted to the Secretary for “Decision” or “Order” or “Appeal” and may also be submitted to the concerned Minister if his approval or decision is required concerning the policies of the Government.

4. NORMS FOR THE DISCHARGE OF FUNCTION

Under Rule 20 of the Govt.of Mizoram (Transaction of Business) Rules,1987, the DP & AR (ARW) had issued a direction regarding Transaction of Business under DP&AR which shall be followed by every Wing under DP&AR vide No.42013/288-PAR(AR) dt.9.5.1989 as shown below:

(A) The following classes of cases shall be submitted to the Chief Minister through the Chief Secretary for his orders :-
(i) All matters requiring policy decisions.
(ii) All matters relating to framing/amendment of Rules and Regulations.
(iii) All matters connected with AIS,MCS and Head of Department.
(iv) All matters connected with transfer and postings of Group ‘A’ Officers and the AO(NG).
(v) Creation/abolition of Group A & B posts.

(B) The following classes of cases shall be submitted to the Chief Secretary by the Special Secretary/Secretary for his orders.
(i) All cases involving modification of working procedure and systems follow by various organizations and Departments.
(ii) Organization and method matters.
(iii) All matters connected with JCM and general staff welfare matters.
(iv) All other cases which the Special Secretary/Secretary consider necessary to be submitted to the Chief Secretary.

(C) The following cases shall be disposed off by the Special Secretary/Secretary:-
(i) Advise to the Department on creation of posts for Group C & D.
(ii) Coordination with Central Government on matters of Administrative reforms.
(iii) Grant of Casual leave to Group A & B.
(iv) Matters connected with work study/assessment of requirement of staff in various Departments.
(v) All matters relating to Group ‘B’(NG), C & D.

(D) The following cases shall be disposed off by the Deputy Secretary/Joint Secretary:-
(i) Grant of Casual leave to Under Secretary’s and equivalent Officers.
(ii) All other matters for which approval of higher authority have already been obtained and which are not normally required to be submitted to higher authorities.
(iii) General/routine correspondent with other State/Central Government.

(E) The following cases shall be disposed off by the Under Secretary:-
(i) Grant of Casual leave to Superintendent/Staff.
(ii) Issue of reminders to all cases.
(iii) Authentication of orders, decisions etc.of the higher authorities.

(F) Cases relating to normal routine works are disposed at the level of the Deputy Secretary or the Secretary. But cases, which involve Government policies and financial sanctions, need the approval of the Minister on the advice of the Secretary to the Government of Mizoram.
