The particulars of its organisation, functions and duties:
1.About the organisation : The hierarchical organization of Administrative Training Institute (ATI), Mizoram,follows the ideal pyramid-shaped path prescribed for an effective top-down administration of an Institution. It has a Director at the top followed, in the lower rung of officers, by one Joint Director, three Deputy Directors, four Assistant Directors and one
office Superintendent.At the staff level, the Institute is manned by two Assistants, one Stenographer-II, two Upper Division Clerks, one Lower Division Clerk , one Machine Operator, one Duftry, two Driver, one Despatch Rider, six Group ‘D’ employees. In addition, four LDCs, one Driver and four Peons are engaged on Muster Roll basis on payment of wages prescribed by the Govt. of Mizoram. One Computer Engineer is also engaged on contract basis on fixed remuneration.

A Disaster Management Cell also functions in the ATI under a close supervision of the Director, ATI. Funds for running the Cell is provided by pothe Ministry of Home Affairs (Disaster Management Division) 0 G0vernment of India. The Cell is currently manned by one Head Faculty [on deputation while one Research Officer and one Stenographer are engaged on
contract basis.

In all, the total manpower of ATI from top to bottom is 40.

Functions and Duties:
The primary function of ATI is to disseminate knowledge on different aspects good governance resting on established system of rules and regulations of the Govt. The Institute also imparts training in effective manpower and financial management to employees of State Government, Autonomous Bodies and Public Sector Undertakings.

The primary duties of the Director and the Faculty Members of the Institute are to efficiently and effectively conduct all training programmes designed for such employees and contribute, in totality, in building capacity and enhancing
competencies of the different Departments of the State Government.


The Disaster Management Cell deals with creating of awareness about natural and man-made disasters and teaches ways to avoid man-made disasters and how to remain prepared for any kind of disasters so that loss of lives and properties is either avoided or minimized. The Cell also imparts training on how to cope with and handle the aftermath of different types of disasters.

The powers and duties of its Officers and employees

Powers and duties of Officers:
The Director exercises statutory administrative and financial powers besides ensuring smooth running of the office and that cases are disposed off with the least possible delay. He is responsible to ensure that rules and regulations, Government policies published in the form of notifications/office memorandum from time to time are scrupulously followed without deviation. His duty also includes building up of a compact team of officers and employees of the ATI to present a cogent and cohesive force for effective discharge of the functions and duties of the ATI. He is the overall administrator of the Institute. The post of Director is manned either by an officer of Indian Administrative Service or State Civil Service Cadre.


Next in the ladder is the Joint Director who assists the Director in the discharge of duties and responsibilities. He exercises no concurrent administrative, financial and statutory powers with the Director but lends support to the Director in the exercise such powers. The Joint Director also functions as one of the faculty members of the Institute.

The post is usually manned by Mizoram Civil Service(MCS) Officer.

Next in the hierarchy are three Deputy Directors one responsible for administration of the office apart from functioning as faculty member while the remaining two function as faculty members. The Deputy Director(Admn) is drawn from the Mizoram Secretariat Service(MSS) cadre while, the other two are from Mizoram Finance and Accounts Service(MF&AS) and are suitably designated as Deputy Director of Accounts (Trg.).

Assistant Directors form the fourth rung of officers in the hierarchy and they are four in number. They solely function as faculty members and are the mainstay of the office in imparting trainings. Three posts of Assistant Director are manned by Mizoram Secretariat Service(MSS) officers while one Assistant Director is drawn from the Mizoram Stenographer Service. They
are responsible for preparation of training calendars by exploring new avenues for enhancement of training modes under the able guidance of the Director
.

The Superintendent is equivalent in status and rank to the Assistant Director. The Superintendent is responsible for overseeing and supervising the works of each dealing hands in the office of the ATI and for ensuring smooth functioning and effective disposal of cases.

Powers and duties of its employees:
The other employees play critical as well as instrumental roles in running the
Institute. Without their effort and cooperation the office work would come to a grinding halt. Clerical staff deal with files apart from being responsible for maintaining official information. The clerical staff are also responsible for maintaining official documents in safe custody under the supervision of Superintendent. They are responsible to docket papers in relevant files and while putting up cases to their seniors, they can freely express their views, ideas or suggestions on the note-sheet of such file so that the objective sought to be obtained in particular cases are achieved swiftly. Receipt/issue of daks and typing works are generally entrusted to clerical staff of the level of LDC.

Drivers are responsible for proper maintenance and cleanliness of the vehicles to which they are attached. Their sole duty is to ensure mobility of officers to see that those officers reach the office/venue of meetings, official tour destinations on time. The mobility of officers allotted with vehicles is dependent on the efficiency of their drivers. Despatch Rider, as the name suggests, is responsible for the distribution or collection of official letters and documents whenever necessary and has a duty to see that official letters reach their destination without delay.

Group ‘D’ employees are deployed as Peons or Chowkidars depending on the need of circumstances. Office Peons have a duty to carry official documents/file from one official desk to another and are also responsible for the safety of such documents while in their hands. Office Chowkidar looks after the safety of office from possible attack, robbery and is the overall watchman of the office against any danger and safety hazards. He has the duty to be vigilant and watchful.

Opening and closing the office doors according to office schedules are also his responsibilities.

ATI has one Computer Engineer engaged on contract basis whose duty and responsibility is maintenance of hardwares and softwares. When necessity arises, he is equipped with a sound knowledge of Computer to impart training in Computer-related subjects. So, in him, the ATI makes both ends meet.

Powers and duties of officers under Disaster Management Cell:
Under the guidance of the Director, DM Cell creates awareness and training in Disaster Management. The Cell has a Head Faculty at the top assisted by a Research Officer.

These two officers design training courses and awareness campaigns to handle disasters and mitigate post-disaster effects. This cell has one Steno-cum-Computer Operator who is responsible for reducing informations, bulletins and correspondences to printout forms and also store and retrieve them as and when necessary. It also has one Peon engaged on casual basis whose duty and responsibility is the same as those of other office peons.

Decision making supervision and accountability.

Decisions: After examination, cases are put on files by each dealing hands to the Superintendent. After careful examination, the Superintendent endorses the files with his views to the Dy.Director(Admn), who in turn, sends it to the
Joint Director after expressing his views/ideas on a particular case. The Joint Director then puts up the file to the Director for final decision. The Director after taking into consideration, the views/ideas expressed on the note-sheet takes final decision on a case after due application of mind. If a particular case calls for wider consultation, it is circulated on file to the faculty members to elicit their views/comments. Then only final decision is taken; taking into consideration the views expressed by all faculty members to hammer out convergence of opinion on such cases. Meeting of officers is another mode of decision making process. On some issues calling for wide spectrum of opinions/views, meetings were convened to discuss the issues to arrive at consensus.

Channels of Supervision and accountability:
The Office Superintendent supervises the works allotted to each dealing hands and ensures prompt and timely disposal of cases. Apart from this, deployment of peons to various sections in an administrative unit is the responsibility and duty of the Superintendent. He supervises their works to see that such works are evenly distributed. Officers above the level of Superintendent are responsible for the overall administration and decision making process apart from being responsible for supervision of the works done by Officers/staff down the line.

Each and everyone of the officer or staff is held accountable to the works done by him/her and assigned to him/her. If any lapse occurs, the officer/staff responsible for the lapse is accountable and there cannot be any escape from
disciplinary actions.

The norms for discharge of its functions:
Administrative Training Institute has no separate norm set out by it for the discharge of functions by its functionaries and staff. The norms set by the Govt. of Mizoram in line with the central norms are followed. In general, day to day business are carried out in the manners set out in the Secretariat Manual of the Central Government supplemented and complemented by various orders, Office Memorandum, Circulation and Notification issued from time to time by the Government of Mizoram. Financial functions are carried out on the basis of the Central Rules and Regulations adapted by the State Government and various other orders and notification issued by the State Government. Vigilance and disciplinary matters of the Institute are also based on similar – Rules, Regulations, Orders and Notifications.

Rules, regulations, instructions, manuals and records used for discharging its functions:
Administrative Training Institute, being a training institute, serves as the store-house of information and knowledge in regard to rules, regulations etc. which are in force from time to time. Virtually all rules governing Government Services are in its possession. Since Government of Mizoram has no rules and regulations etc. of its own, it has adopted the Central rules and regulations in toto.

The following have been adapted and made applicable in the Government of Mizoram and they are consequently applicable to the Institute.

Categories of documents held by it or under its control:
Any privileged communications or documents which are classified as confidential/secrets/top secrets are not in the custody of Administrative Training Institute as its main function is to impart trainings to various categories of employees under the Government of Mizoram, including Autonomous Bodies and Public Sector Undertakings. However, Office Memorandum, Notifications, Government Orders issued from time to time are kept by the Institute. The prized possession of A.T.I. is Master Plan including sketches of the new A.T.I. Complex at Khatla, Aizawl.

These are in the possession of the ATI:
Confidential documents:
(1) Service records of UDCs, LDCs and other Group ‘D’ staff.
(2) ACRs of UDCs, LDCs and other Group ‘D’ staff.
(3) Internal and external Communications of Confidential/Secret Classification.
(4) Internal communications in the form of notings on notesheets of various files kept in the office of the Institute.

Arrangement for consultation or representation of the public for formulation of policy or administration.
No system of Govt. - Public interface exists in A.T.I. as its sole function is confined primarily to imparting trainings to employees of State Government and Local Bodies. Since the office does not undertake development works, the public is not generally involved in relation to the formulation of its policy or administration. The policies and jobs of ATI are purely in relation to academics.

However, for award of cash prizes to outstanding contributors in the Case Study Programme of the Institute, the following committee does exist:

(4) One eminent Professor of MZU orAny - Member other prominent College of Mizoram to be appointed by the Govt.

The meeting will be of academic nature, hence, the meetings may not be ideal for public participation. However,the minutes of such meetings will be open to public.

Boards, Committees and other bodies consisting of two or more persons advise, and whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

No such body exists in A.T.I and hence the question of having a statement of such bodies and accessibility to the minutes of meeting of such bodies does not arise.

Training materials and lectures delivered to high-notch/top-notch officials in premier institutes are kept in electronic form(CD). Besides, films for capacity enhancement on distance learning module and response to disasters are kept in CD.

The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.
(i)Setting up of a regular library for public use is on the anvil and the ground work for setting up such a library is
underway.

(ii)Training Programmes and Schedules prepared and conducted by ATI are freely available during working hours.
